TAKEAWAYS: SENATE HEARING ON LTFRB vs GRAB/UBER

LTFRB Board Member Atty. Aileen Lizada: We had three meetings with the three TNCs. Atty. Lizada: December 2016 we have received a lot of complaints regarding the price surge during Christmas season. That was when we put a cap on their dynamic pricing. Atty. Lizada: July 11 we fined Grab and Uber for violating respective terms and conditions. From that hearing we learned that both grab and uber have an estimate of 28,000 riders in their system. Atty. Lizada: They (Grab, Uber, Uhop) have an accreditation good for two years. Atty. Lizada: There are 119,283 TNVs as of July 18 - 14,000 are with CPC, PA and pending applications, 105, 283 are unregulated common carrier TNVS. Cases filed against TNVS - 2015: 1 case, 2016: 17 cases, 2017: 40 cases + 35 colorum = 83 cases. Atty. Lizada: We want to know the status of TNVS. Are you for hire or private? We want them for hire or common carriers. Atty Lizada: The only penalty for TNVS when they violate rules is cancellation of accreditation which we didn't impose last July. Atty. Lizada: Uber has 66,890 TNVS while Grab has 52,393 TNVS. They each have 150,000 daily rides. Atty. Lizada suggests to have minimum number of hrs for TNVS operators: "There are drivers who work for 2-4 hrs a week lang. Sayang ang prangkisa" Grab PH Head Brian Cu: Grab Inc. has invested into the PH tens of millions of dollars which resulted to higher tax revenue for the government. Cu: Grab provides incentives for drivers and has given 30% higher income as compared to regular drivers. Uber PH Yves Gonzales: I think when you’re doing millions of trips every week, 83 cases in 3 years isn’t so bad. Other cases we were able to resolve. Gonzales: We are demand responsive. When you need supply, we can go online. No other transpo system has this kind of model. Gonzales: 40% of riders have said they use their private cars less, that is the goal of Uber, to ease traffic.
